These rewinders do not have a manufacturer's mark. But they do appear in Bunnell's 1901, 1905, and 1918 Telegraphic Catalogs for use with their pen registers. They were advertised as the "National Paper Winder" and the "Automatic Paper Winder".

It had a Wooden Spool at the Center of the Paper Reel
And came in Black, Brass, or Nickel Finishes.
The spring is totally exposed, so it's free to expand outward if you let it wind down.
The first Bunnell winders (circa 1880) used a multi-toothed gear for a brake wheel
This led to worn teeth and choppy stopping, so it was soon changed to a small wing-shaped flap
By 1892, the wing had grown to the large flap that we most commonly see
This large flap carried over into the inner workings of the 1930 model
