First, we'll start off stating that Party Packs are common, and Halloween Packs are rare. The stickers are the same, so what's the difference? Well, the Halloween Stickers are basically Party Packs that had a cardboard header added, to sell them during the Halloween season.
If you look behind the Halloween header card, you'll see a Party Pack underneath.
These were made in 1983 and sold in Wal-Mart stores for 99 cents each. Both versions were considered rare until a few years ago, when hundreds of Party Pack Stickers were found in an old warehouse. These common Party versions appear on eBay every week or two, and are sometimes mis-represented as Halloween Wackys.
Inside the packs, there are 24 Wackys (16 different titles and 8 repeats) plus 6 Wacky Packages Logo stickers on one big sheet. The sheet is folded, and only 16 titles are visible when sealed. The sheet is also perforated, allowing the stickers to be torn off individually or in sections. The package says "12 Giveaway Sections", so it seems they intended Trick or Treaters to receive 2 Wackys each.

Each pack contains sections 1, 2, 3, & 4 plus either a duplicate 1 & 2 or a duplicate 3 & 4.
Section #3 reads
"Distributed Exclusively by Spindex for Butterfly Originals"
And the back of the packages say
GREAT NECK, NY 11023
Yeah, I don't get the "Assorted Flavors" either.
Butterfly Originals also issued the Room Service Wackys this same year.
